No you don't have to worry. The swarm is a very flexible and mobile organism. No action will be longer than 3 Minutes in one spot. So you won't get persucuted for taking part in the swarm. The actions won't hurt any passerby in a physical or phsychological way. The swarm will irritate and surprise people in a ironcal, funny way...
